A capital city is a different transportation market

The largest employers here are the State of California, Sutter Health, and UC Davis Health, and the ground transportation that follows them looks nothing like a tasting-day booking. The rhythm is Monday-through-Thursday: delegations in and out of the Capitol district, medical and administrative visitors moving between hospital campuses, consultants and vendors doing three meetings across the grid before an evening flight. Weekends flip to events. SMF is close enough to change how you plan the morning

Sacramento International is genuinely near town — fifteen to twenty-eight minutes off-peak from downtown, which is a shorter run to the terminal than most people in the Bay Area get to their own airport. That closeness cuts both ways: it tempts travelers into leaving too late, and I-5 northbound at rush hour does not care about your boarding time. Head west on I-80, drop south through the Carneros gap on SR-12, and the city of Napa is roughly an hour from downtown Sacramento — closer than most residents assume and far closer than flying anywhere.
